Pasco County Circuit Court Judge Richard Kelly, June 5, 1963.  Circuit Judge Richard Kelly of Pasco County, obviously pleased at the outcome of a day-long floor fight in the House of Representatives to impeach him for misconduct and misuse of his powers as a circuit court judge. The House vote, 72-46 in favor of impeachment, failed by seven votes to get the required two-thirds majority; Kelly barely escaped impeachment.
